Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.

Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarize yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the user agreement.

Amendments to the PayPal Purchase Protection program
Effective: September 2, 2025

• We're adding terms for the disputes covered under PayPal’s Purchase Protection program to include a temporary refund for disputes.

Amendments to the PayPal User Agreement
Effective: September 2, 2025

• We have updated the terms applicable to PayPal business account holders who use SAML SSO (Security Assertion Markup Language Single Sign-On) to include Multi-Factor Authentication (MFA) requirements, per applicable law. Information about such requirements was also previously communicated to existing impacted business account holders via email.

Amendments to the PayPal Zettle Hardware and Delivery Terms
Effective: September 2, 2025

• We have updated the PayPal Zettle Hardware & Delivery Terms to introduce service terms governing the ordering/purchasing of PayPal Zettle-related hardware by and from third-party suppliers, such as authorized resellers. The updated terms are applicable to hardware purchases starting on or after the Effective Date and do not apply to purchases made prior to the Effective Date.

Amendments to the PayPal Online Payment Services Agreement and the ACH Services Addendum
Effective: September 29, 2025

• We are changing the PayPal Online Payment Services Agreement and the ACH Services Addendum to update the obligations that apply when you use account validation methods in connection with the ACH Services offered by PayPal. Such obligations apply to the extent that you have access to certain data, systems, or technology in connection with account validation (including data protection and data security obligations).
